Jawatankuasa surat-menyurat ialah, sebelum meletusnya Perang Revolusi Amerika, kumpulan organisasi politik Amerika yang berusaha untuk menyelaraskan pembangkang terhadap Parlimen British dan, kemudiannya, menyokong kemerdekaan Amerika. Cetusan idea Samuel Adams, seorang Patriot dari Boston, jawatankuasa berusaha untuk mewujudkan, melalui penulisan surat, rangkaian komunikasi bawah tanah di kalangan pemimpin Patriot di Thirteen Colonies. Jawatankuasa Persuratan Maryland memainkan peranan penting dalam menubuhkan Kongres Kontinental Pertama, yang bermesyuarat di Philadelphia.
