Tugaya atau lebih dikenali sebagai Perbandaran Tugaya merupakan sebuah perbandaran di wilayah Lanao Selatan, Filipina. Perbandaran ini mempunyai jumlah penduduk seramai 26,283 dalam isi rumah 3,298.
