Balilihan atau lebih dikenali sebagai Perbandaran Balilihan merupakan sebuah perbandaran di wilayah Bohol, Filipina. Perbandaran ini mempunyai jumlah penduduk seramai 19,747 dalam isi rumah 4,485.
