Fidel "Eddie" Valdez Ramos (born March 18, 1928), lebih dikenali dengan nama FVR, adalah the 12th Presiden Republik Filipina yang ke 12, berkhidmat dari tahun 1992 hingga tahun 1998. Dalam enam tahun sebagai Presiden Filipina, Ramos terkenal di merata rata dan menjadi pujaan ramai kerana memulihkan ekonomi Filipina.
Sebelum menjadi presiden, Ramos berkhidmat dalam Kabinet Presiden Corazon Aquino mula mula sebagai Pemerintah Angkatan Bersenjata Republik Filipina (AFP) dan, selepas itu, menjadi Setiausaha Pertahanan Negara dari tahun 1986 hingga tahun 1991.
Semasa hari bersejarah 1986 EDSA Revolusi Kuasa Rakyat, Ramos, bersama dengan Menteri Pertahanan, Juan Ponce Enrile, telah diangkat sebagai hero oleh rakyat Filipina kerana keputusan Ramos dan Enrile untuk berpecah dari menjadi sebahagian daripada pentadbiran Mendiang Presiden Ferdinand Marcos dan mengangkat sumpah taat setia kepada kerajaan baru pimpinan Corazon Aquino, selepas muncul setelah kejatuhan rejim Marcos pada Februari 1986. Dahulunya, Ramos adalah Bekas Pemerintah Angkatan Bersenjata dibawah Presiden Marcos.
Sehingga kini, hanya Ramos seorang adalah Presiden yang non-Catholic. Ramos berugama Protestant United Methodist Church.
